Mobile Termination Cost Modelling

The project consisted of updating a Fully Allocated Historic Cost model, to allow the calculation of the cost of terminating traffic on the Partner network.  The original model had been developed by Martin Duckworth of Coleago Consulting in 2000.  The main changes made to the model were the inclusion of SMS traffic in the costing and a number of methodological improvements taking into account both the recent decelopments in regulatory cost accounting in Europe and the availabilty of cost data with a slightly higher level of granularity. The results of the model are used to inform discussions with the Ministry of Communications over the future level of interconnect pricing with the view to achieving most favourable rates for the mobile operator, which significantly improves profitability.
